Temp range for 3700x. 4v+ at idle is usual and normal, doesn't do any damage or even raise temps much because of low load (low Watts) at that time. I don’t usually look at temp but i noticed that they reach around 80c-85c in temperature while the Gpu is 95-98% and the Cpu at around 20% or lower while gaming. Actually, its application performance matches even the more expensive Intel Core i9-9900K. I'm using the scythe fuma 2 cooler. Which in my mind is completely normal. But that's not to say it isn't desireable to improve your CPU's cooling from the stock Prism.
